According to the most recent data of the regulatory bodies, the Brazilian lottery industry achieved a total revenue of R$37 billion (approximately $7 billion) in the first year of legalization (2025). The Brazilian online lottery market officially started its regulatory operation on 1 January 2025, and the Brazilian voucher and lottery secretariat (SPA) published data for the first year of legalization on Thursday.

A cumulative sum of approximately R$2.5 billion (R$30 million for single licence plates) is paid by the licensed operator, in addition to R$95.5 million for regulatory review. The Brazilian Federal Tax Administration also disclosed that nearly R$10 billion had been collected from legal lottery in 2025, of which R$1.1 billion had been contributed in December alone. The head of the SPA, Regis Dudena, stressed that the data would be used to develop follow-up measures for the protection of lottery consumers: “In 2025, for the first time, the State was fully involved in the market. By means of monitoring tools, we have objective data on the industry, which, together with the Ministries of Health, Sports and Justice, can prevent gambling problems.” In December 2025, the SPA launched a centralized self-exclusion platform that allows users to freeze all licensed lottery accounts. As the regulatory core agenda, over 217,000 applications were received within 40 days on the platform and 73 per cent of users chose to be permanently blocked. Among the main reasons for the application, “no control of gambling (mental health problems)” was the highest.

The most important current challenge for the Brazilian lottery is the pressure from high taxes and the erosion of illegal markets. According to the most recent decree in Brazil, the lottery tax would gradually rise to 15 per cent, while illegal lottery was expected to still account for about 50 per cent of the market share. In an effort to combat illegal lottery, SPA has joined the Brazilian National Telecommunications Agency in a heavy fight and has blocked over 25,000 offshore lottery sites. In 2025, 132 cases were filed with the Public Prosecutor ‘ s Office against 133 companies, and 80 cases were under disciplinary proceedings. At the same time, SPA has taken measures to block financial transactions related to illegal operators. By the end of 2025, 54 financial institutions had submitted 1,255 suspicious transaction reports involving 1,687 individuals, with a cumulative closure of 550 bank accounts. It has also completed 412 cyberred culpables, placed 324 social accounts and 229 promotional items.

Régis Dudner stressed: “It must be made clear that the purpose of supervision is to be complied with. The SPA will continue to monitor its implementation, and violators will be punished in accordance with the law and the relevant provisions.” According to the report of the 79 licensed operators in Brazil, in 2025, 25.2 million Brazilians participated in the lottery. Of these, 68.3 per cent were men and 31.7 per cent were women. 31-40 years of age are the absolute majority (28.6 per cent); 18-24 years and 25-30 years are the second largest groups (22.7 per cent each); and only 2.7 per cent of users over 61 years of age.
